Dear Ronald,

I enclose in advance a copy of a

telegram from the Governor of Hong Kong, which,

as you see, has been repeated to Shanghai and

Tokyo.

The importance of ensuring that

Hong Kong and the Straits Settlements are kept

fully in touch with His Majesty's Government's

policy in the process of its formulation

vis-à-vis Japan, and also with any reactions of

importance on the part of the Chinese and Japanese

authorities is unquestionable, and we hope that any

useful instructions which you may consider

desirable may be sent to His Majesty's

Representatives in China and Japan to encourage

them to bear this constantly in mind.
